Pilsētu mēru pakts ir plaša Eiropas kustība, kurā iesaistītas vietējās un reģionālās pašvaldības, kas savās teritorijās brīvprātīgi apņemas palielināt energoefektivitāti un izmantot atjaunojamus enerģijas avotus. Pakta parakstītāji apņēmušies ievērot un pārsniegt Eiropas Savienības mērķi samazināt CO2 emisijas līdz 2020. gadam par 20%.
